Behind the scenes, Iran has consistently pursued its own agenda, displaying whatever external image\show was necessary to minimize outside influence.

The 'Supreme Leader' has had nuclear weapons for years, acquired both through purchase and inland development. Few sites were ever truly monitored, and Iran successfully deceived inspectors before outright expelling them.

Now, Iran is attempting to negotiate because their network of proxies in Lebanon, Syria, and Iraq—intended to ensure the conflict never arrives to Iranian land, have failed in doing so.

To answer the comment bellow:

In retrospective: In the months leading up to the attack on Israel, Saudi Arabia was on the verge of signing an agreement with Israel.

Iran, aware that this would create a united front against them, decided to push Hamas to provoke an Israeli overreaction that would halt the Saudi-Israeli agreement.

It seems that this strategy was largely successful for Iran.

Iran, which is predominantly Shia, generally doesn't care about Hamas, which is Sunni. For them, Hamas is mainly an expendable tool in their network of proxies.
